What is the difference between a single-entry tourist visa and a visa exemption for staying in Thailand?

The possible difference on the 90 day tourist visa is that you don't need a ticket out from Thailand before the first 60 days are over. With Visa free entry you will need a ticket out.

Will I be charged customs tax if I ship personal items to Thailand with a non-immigrant retirement O visa?

Not only that you will have to pay tax, Custom will also set the value on the Items, and you will have to pay for storage of the container as long as it is in Custom area!!! 25 % tax on value. I even got a bill after container was received at home for additional storage fee.
