Why was my friend's visa extension in Phuket charged 2200 baht instead of the standard 1900 baht?

He got suckered into paying for a scam service in the same building to confuse people. They have no authority so they charge more and you have to wait until the NEXT DAY to pick up your passport.

 while in the same building isn’t that a more expensive government approved middle man that adds money to the normal price? Like 2400 baht for a 30 day extension instead of 1900 baht down the hall? Plus you can’t pick up your pass until the next day..? Just wondering…
