You are missing to much in your post for people to advise. Need embassy, nationality, residency, type of dtv and what documents submitted and stage rejected . Honestly if your application was as barebones as this post not surprised rejected

Also rejected at that stage generally means something fundamentally wrong with application, could be minor as typo in name, as major as not eligible to apply at that embassy
