The Netherlands is part of the EU and they clearly articulate it. I believe what you state as being not a rule because it isn’t posted is not accurate and it is more accurate that some embassies give more details on their rules than others. For example, Athens painstakingly lists out issues around middle names and how errors can cause you to get your application canceled. Those rules exist across the embassies, but Athens just happens to be more detailed. The Netherlands says they have the “authority”, to only support those in their jurisdiction. That is more than a mere requirement, but an authority given to them my MoFA. You think MoFA gives different authority to different embassies? So if you applied in Austria and then traveled to the Netherlands, Austria now has the authority to grant you a visa over the Netherlands who clearly states it’s their authority? Something doesn’t add up. Some sites clearly articulate you must stay put, others have vague language like Finland. None say you can travel. But you decide to believe you can travel, despite no one anywhere saying you can.
