1. No as with this visa you cannot earn money inside Thailand. 2. Yes only on funds brought into Thailand and again in line with Thai tax rules

DTV may not be the best visa fit for you and your family. It may be worthwhile to look at all the visa types and their requirements on the Thai visa website

There is no visa particularly for veterans or people receiving disability benefits nor are there special dispensations with the other visa requirements Good luck
