And by the way it's the same in Germany. Having a German passport is not enough. One needs a "Meldebestätigung" too, which is basically a certificate that one's registered as a resident in Germany.

I don't think applying from France is an option for the OP. One needs to be a resident to be able to apply from France. The OP's employment documents will likely demonstrate that they're resident in the UAE.

I don't even understand why one would want to submit such an important application on a mobile phone.

Use a computer. This website is not optimized for mobile phones.

An analogical timestamp does pretty well here. Buy a local newspaper and use it as background.
