You must be physically in the country you are applying at. You cannot apply from Thailand. You go to any neighboring country and apply according to their particular Thai consulate protocol either in person or online. I suggest you spend a day reading posts in this group to understand the process and paperwork for the DTV entry scheme you choose and the best consulate to apply at.

apparently that list doesn't really mean squat. It's a booking platform with no government ED training certification, tax, or business registration requirements to be listed.

Thai and English are the only acceptable languages I believe.

At this point the smart money is on "don't get an extension" and just border bounce for another 180 day stamp upon entry.

Do they specifically ask for the cash up front, or upon approval?

I'd hold the cash separately and wait till they ask about it or answer you if they need it along with the application.

Obviously a mistake on their part, easily debunked by the physical passport itself as well as their own line item expiry date. Non issue in my eyes. You could ignore it or ask for an updated PDF visa.
