Ray Low-On agents are 💯 percent legit if they help you with the process. What is illegal is circumventing the 800,000 baht requirement by lending the money and facilitating a corrupt practice. That is part of how bank accounts esp by Bangkok Bank have been frozen.

Alex Ve totally illegal and likely to be placed on a ban list. Purpose of the 800,000 is to avoid people staying or leaving without paying bills.

Kim Nielsen indeed then he would need a visa. Assuming he's a tourist, depending on nationality, he can get an exempt visa..But if he is doing a visa run, there are specific rules and the number of times he can enter Thailand like that.
