I have known people who have had this treatment in the USA and they also had bad reactions. You take a risk anytime you jab needles into the CNS (Central Nervous System). The pain you felt from the injections would seem to indicate you was injecting directly into the nerves.
The only symptoms I have heard of, 3rd hand, is more, long lasting, pain. But, to be fair, I wouldn't know of the good results of this treatment because people only talk about medical treatments if they go wrong.
I hope he didn't confuse what he injected you with. You did say he looked, out-of-sorts.
May be better if you just pay if it isn't too much. These Civil Servants don't get paid very much. Not by Western standards.
If it is too much, walk out and reapply at another entry point, if you can.
Also, it could be a breakdown in communication. Maybe your paperwork isn't in perfect order and they were going to do you a favor by forcing it through the red-tape or looking the other way. Don't underestimate "Greasing the Wheels."
