To be honest I don't really understand the point of the question. I think its in its own category with some of the same restrictions (hence your point about banks etc) as tourist visa but clearly not a 'tourist visa' as such. I think just labelling it a 'tourist' visa is misleading to people who, you know, might be here for a little help. Either way it is what it is. End of.
It's an interesting question. I have seen lots of people say it is a tourist visa but I am not sure I would agree. Yes it has constraints (bank accounts etc) but I don't think 6 months at a time, for 5 years would match any logical definition of 'tourist'. But clearly it is not a long term visa either as 5 years isn't really 'long' term. I don't think it is either. It's a DTV.
why? I don't think there are any, that's my understanding anyway. But it doesn't make the whole visa obsolete - maybe for you but not for people who want the benefits.
