Plenty of landlords sign contracts but still don't pay tax. That's why so many of them prefer cash once a month. So your landlord is super paranoid, or maybe there is something more nefarious going on with the property.

This morning I showed up a few minutes before 9 AM. There were 20 people ahead of me but the whole time I was there only very few people came after me.
