Incorrect. I've applied previously for a regular tourist visa online while in Thailand. Left. Came back. Maybe I was 'lucky' unless you have hands on experience on this, I think visa rules are followed as much as it depends on which immigration officer you end up with.

literally everyone qualifies via soft power/medical treatment. Someone posted they qualified over simply having a follow up appointment at the doctors.

I qualified similarly (although a once a month elective (cosmetic) treatment over 3 months)
