one thing being broke, another thing being a sucker. Would you still drop another 400$ when they reject your application without a reason like they did to many applicants?

there is no playing the system because the system (as a set of norms, rules. laws) whatever, does not exist. The fact that they offer border run services is proof of this.

A law would clearly state how many days a year you can stay on visa exempt. This does not exist in Thailand, thus causing confusion and removing the incentive of applying for a long term visa.

Cambodia, Vietnam and Laos don’t have such laws either, but they allow unlimited entries per year on tourist visas.

a rule sounds like this “Visitors on visa exempt status are allowed to spend X days per year in the Kingdom”. There is nothing of this sort other than some vague guidelines

a rule, norm, law, whatever you want to call it has to be clearly stated. When it comes to visa exemptions we don’t know how many days a year we can spend in Thailand on that status and there is no uniform procedure at the border since it is at discretion, therefore there is no rule, law to help you determine whether you are doing something bad or not. The fact that you can also pay to have a assisted border run also proves my point.

I made the reasonable assumption that someone who got a warning would wait for a year at least before returning
