What are the current visa rules for long-term stays in Thailand after being flagged by immigration?

It depends how many times he entered in the last year or so. There is no limit but if the IO believes you are not a tourist then they have a right to refuse entry or tell you to get a tourist visa next time. Doesn’t mean he’s done something wrong as it’s down to the discretion of the IO.

You don’t need to fill that part in unless you have the details and want to but it’s not required

Is it common for visa agents in Thailand to hold your passport while you meet the $800k Baht requirement for a Non-O retirement visa?

I would guess that you may have misunderstood. It is coming practice for them to deposit money into your account and hold your passport whilst doing so and obtaining a letter from the bank. Double check what they mean if you are unsure

Will the Thai e-visa system accept UK bank statements showing the £ equivalent for proof of finances for a tourist visa?

Remember you get 60 days exempt stamp anyway so as it stands a tourist visa isn’t really of any benefit. Only if they reduce the visa exempt from 60 days to 30 would it become beneficial again
