 Apply again, a lot has been fixed since Monday. I received the pass in 2 minutes after cropping the vaccine QR code. It was my third attempt.

Is it common for Thai immigration not to provide a receipt for visa payments, and does this lead to corruption?

They give a receipt. This receipt was even asked for, once, at the airport because my re-entry stamp had a misspell and they suspected a fake.
