The 24 hours rule isn't strictly enforced. As long as you have the TM30 receipt when you do any immigration related activities (extensions or residency certificates).

Also, on an unrelated note some hotels that you stay at also don't bother to file one unless you ask them specifically.

Send your departure card and copy of visa entry stamp to the landlord and ask them for a tm30 receipt.

If it's the same place, Take the existing tm30 receipt to immigration office along with your departure card and tell them to update it.

Depends on the bank branch. It's still possible to open with a visa exempt stamp in some branches still.
