I don't think there's any definitive answer. It's a crap shoot and they need to be ready with plan B in case they get denied the ED visa.

Story behind the question- A friend(Indonesian) of mine was wanting to study Thai, and sharpen his English grammar, before applying for a teaching position(BA in teaching)...after a full 8 months of studying Thai at a Bangkok language center, he had changed schools for the English side of his plan. After receiving all paperwork from the school, he was advised to go to Savankhet, Laos. While applying for his ED visa(Savannakhet), there were no issues at hand...on the second day waiting/wanting to pickup his passport along with the rest of his border-run van-mates, he was pulled aside for a 45min full on q&a grilling in Thai...he was able to answer about 30% of the questions(8months studying) in full sentences...after the 45mins, his passport was returned with the EDvisa page inside, but, the ED part was crossed out and Tourist written in above...he was given a 90day Tourist Visa. It’s now time for him to try for his ED Visa(English) again...per the question above.
so that was his second ed visa if i am correct . So they checked to see what he had learned and to see if he was really studying thai ..

On request in PM, I open the topic for you. And as you mention you could not respond due because to busy working i would suggest the Non Immigrant B visa and the work permit, The Non Immigrant ED visa is employment prohibited and correctly denied as the purpose of stay is working.
want to have further information he can contact the admins to open up this topic and provide information for us. Till that moment i do not see why to keep it open for all kind of suggestions.

Actually now Thailand more strict about visa. They will check your past stamp. If you had a lot of TR visa they will likely to reject your application both for TR or ED.

Vientiane is easy but it’s 1 ED visa every year.
Did they give you a reason?
You’ll have to let the school know that reason so they can also avoid this in future.
Most of the ED visa denials i have heard about recently have been due to the schools not providing the correct paperwork, or the applicant not showing adequate funds.

Tony, just because someone has had a few TR visas in the past does not automatically mean they're not serious about studying.

this is an assumption. There are various reason why a Non ED is refused.
