I have heard Vientiane consulate is now asking for proof of funds for tourist visas(!). My question is can I provide cash as proof of funds? I don't have a recognised bank account (I use Paypal and Revolut).

Yes, it would be fine. But, remember the OP was talking about a tourist visa, and not a Non-O based on marriage. I believe Vientiane always asked for proof of funds for a Non-O based on marriage.
For a tourist visa? In theory, yes. But, then the Thai government would want to know why a tourist has a Thai bank account

People following the various forums have noted that the closest Royal Thai Embassy Vientiane and Royal Thai Consulate Savannakhet have become very strict. This is not an Official Government Policy, this the the sole decsion by the people in charge of these places, so a Tourist Visa in KL, Penang, Yangon, Hanoi or HCMC is still OK.

yes. In Vientiane in June. I have a lot of Visa, maybe that's why. The day I was there they took many people aside for interviews and more documentation.

Suitable for apply Non B (no issues),
for Non ED (cover letter must only indicate your specific level, show bank balance THB 20,000.-,
NEW: if you already had an extended Tourist Visa, previously, you will be denied a Non ED.),
Non O Single Entry (no back to back
Non O volunteer without the letter from relevant,
if back to back Non O based on child suport they might request THB 200,000.- show money in bank & no retirement),
Non O yearly multiple entry if married to Thai (no issues).
Tourist Visa, apply if your stay is less than 90 days in past 6 month, still MUST show own Thai Book Bank with balance THB 20,000.- up OR print out from your Bank account from home country value USD 700.-up. Onward air ticket is not required at the moment.
This local rule is in force to reduce the increased number of applicants since Vientiane limit the applications to 200 per day.

Non O Single Entry (but no retirement) if married to Thai or support Thai Child (no back to back application accepted anymore, in some cases Show money THB 200,000.- in Thai Bank Account).
For application Non O Volunteer (if back to back need guarantee letter from said Ministry equivalent to department level).
UPDATE August 8: for Tourist Visa, Consular Officer will review your visa history and in case you have a history of previous Tourist visa your application will be denied.

Sorry for the confusing than, i not read often that people do not have bank accounts. Good you sorted it all out for yourself, hopefully Damien will be okay soo.
That was me and it's out the window cos need to show the money going in every month for 12 months before the extension. I've got a 12 month extension sorted for 25,000 now. 😏

Especially when Thai E-Visa on line is introduced...its now in UK and several other countries.
