When can I access the 400,000 THB in my bank account after applying for the Support Thai Wife Visa?

Hi quick question please presume it's allowed? 

I arrived on Aug 5 on Non O Visa, i have completed Support Thai Wife Visa (Marriage) and now need to appear on Dec 2nd for approval , currently "under consideration".

I had the Immigration Police here at the weekend taking photos and talking to neighbours for the checks etc. 

When can the 400,000 THB in Bangkok bank "safely" be touched please? Dec 3rd or even now i can move it?
