Can I hire a motorcycle in Thailand with an OA visa before applying for a new driver's license?Answered

I have been told that you cant apply for a new drivers licence until 21st October. Anyone know for sure and does it mean i cannot hire a motorcycle after 3 months in the country on an OA visa. Thanks.
