What are the best alternatives for applying for a DTV visa outside of Malaysia?

Applying for DTV in Penang Malaysia sucks! I have been there twice now and they want me to come back again tomorrow and couldn’t even give me a straight answer. I have all the documents and they said that bank statement needs to be certified and that I need more documents but won’t say what.

What are my options now? In terms of places I can fly to and get a better service.

Update: the price is RM 1600 = $368 rather than the 10,000 = $296 that it is supposed to be.
