I want to get a DTV from a soft power dental work application, here's my situation:

I recently got a crown done from a Bangkok Government Dental Office. I need to do another implant and crown on the other side and asked the doctor if he could give me a letter so I could apply for the DTV.

Pros - The letter from the doctor is on the office letterhead, is signed by him and has the "official" stamp. This is a government dental office.

Cons - The letter is pretty general saying that I got a crown done and that I plan to get an implant done on my next visit, and a crown after that. Unfortunately there are no specific dates/timelines/payment plans.

I'm heading to Vietnam in a few days and am thinking about applying from Ho Chi Minh or Hanoi.

I was also thinking about applying from Taipei since I read on here that you could talk to someone first before paying the application fee to see what your chances are. I also read on here that Taipei plans to go online application only in January 2025, and unfortunately I can't be there by then.

Also, I'm turning 50 next May so maybe I should go for the retirement O-A Visa instead?

Any thoughts or advice? Do I have a chance? Thanks!
