Can I know which place is faster in processing visa? Hanoi Thai Consulate or Ho Chin Minh? How long is visa processing?

Hello everyone! What do you need to provide for re-entry? And then which agent in Penang can help South africans obtain a Non O visa? We will be going to Penang on our own, and want to go to an agent there to do everything! Also my in laws came to visit us from SA, and want to go with us, will they be able to just get stamped in for 30 days again? They arrived in Thailand Friday night :) last minute decision!
