Can the Destination Thailand Visa (DTV) be applied for after arriving on a tourist visa, or must it be done beforehand?Answered

We are wanting to do the DTV (Destination Thailand Visa) so we can come and go for about 5 years. Should that be applied for prior to coming to Thailand or can it be applied for after arrival on a tourist visa?
