We are wanting to do the DTV (Destination Thailand Visa) so we can come and go for about 5 years. Should that be applied for prior to coming to Thailand or can it be applied for after arrival on a tourist visa?

Thanks for all the information. I do believe we should be able to qualify as we are remote workers and are in Albania working currently. My understanding too is that you must plan on coming to Thailand within 3 months of it being issued. Is this correct?

You will need to be able to show you qualify through either a soft power course/agreement with an approved supplier i.e. approved muay thai school, dental treatment plan from an approved dentist or that you can work remotely showing documents to prove it. Once you have this the application is straight forward but as others have said you can only apply for a DTV outside of thailand

You cannot apply for the DTV inside of Thailand, but you will need to qualify for the visa depending on the reason you are applying for the DTV.

You cannot get a DTV inside of Thailand. It's only available from Thai embassies through the e-visa system.
It's also not as simple as just applying. You need to qualify first, and then provide all the paperwork as part of your application showing that you qualify.
