Can I use a scanned and printed WP 3 form for a non-B visa application instead of mailing it?Answered

For non b application. Do you think wp 3 can be scanned and printed as submitted in the application? Snail mail will take some extra time for the poor guy waiting in Laos... 2 years ago it worked but now?
