Can I use a scanned and printed WP 3 form for a non-B visa application instead of mailing it?

For non b application. Do you think wp 3 can be scanned and printed as submitted in the application? Snail mail will take some extra time for the poor guy waiting in Laos... 2 years ago it worked but now?

Don't know if a print out works, we gave the WP 3 form to a company with daily bus service, paper arrived next afternoon.

Im living in the South, we did to Penang. I guess there is a Visa run company in your area where you can ask if they can deliver.
