Where can I find the direct announcement regarding the October Amnesty extension for foreigners in Thailand?

Does anyone have a direct link Thai or English to the announcement in October that when the last Amnesty ended on 31st and you had a letter from your embassy then you could apply for a 60 day extension afterwards.

I remember one saying indefinite 60 day extensions until the borders returned to normal.
