I used to use the card I had specifically for foreign purchases with no transaction fees, but by the sounds of it he was already here and already using the card he was going to use so telling him that was of no use. So using the card regardless would still be better used doing it this way

Take your card and your passport to krungsri bank and go inside or if they have an exchange booth outside like the beginning of Jomtien and withdraw what you want with no charges. I used to take out between 80 and 100 thousand each time to keep me going before I had an account
