Get Thai passport for your daughter before travel to Thailand. Once you're in Thailand, bring the birth certificate to district office to add your daughter in the house registration book which your wife has her name in. Then get the Thai ID for your daughter

My kids opened their accounts at 10-11 years old but they're not allowed to have mobile banking until 12

I'm Thai citizen doesn't have passbook either. Use mobile banking mainly, or using an ID at the branch
