No rule doesn't mean full flexibility for holders, it means full flexibility for IO on entry requirements. Changes happen quickly in Thailand; they didn’t even issue the extension conditions before delivering the first visas. Add to that the bank account restrictions, almost impossible extensions, 5 to 2 years DL for some offices etc.
