Most time you have to wait for a period of time before you can have it unlocked. Mostly like 2 years.

Otherwise it would defeat the whole purpous of selling a locked phone if you can unlock it right away. They want you to stay with them until the phone is out of style.

They tried to make it inconvenient for backpackers for many years. More restrictions at borders, immigration, visa.

Backpackers often work illegally and ending up being deported.
