you book ticket with one airline and they hire another airline to take their passengers.

Every EVA and ANA flight I’ve taken in last 2+ years has been code share with at least 4 other airlines including Thai. If you booked directly with carrier they should be able to get you on your way. Friends that have booked with agents and in this situation are just out of luck.
