Most embassies will not talk to you, so even if you have a number, it is mostly useless. Yes, it is the case that if the embassy thinks you don’t need the DTV and a 6 month METV is better for you, they will give it to you instead without any option to debate/reject. A few embassies require you to pay in person and some will request an in person interview.
