Yes you need a resident certificate from your embassy.. you can then do the tests or convert an international driverslicence ( the online ones are fake )

Can I transfer my American driver’s license to a Thai driver’s license?

I did it with my Dutch driverslicence. You need an international driverslicence and you can convert that to a Thai driverslicence
