The embassy are telling you to book your flight first, then book the ASQ hotel and insurance, then they will put this information on your COE.

No you misunderstand, this is for non Thai nationals who are in Dubai and and using the Thai embassy there who are allowing emirates to carry passengers rather than Thai air.

You will need to leave.

You will not be allowed back unless you can get a COE.
