I don't know about Vientiane specifically, but bank statements usually need to be at most one month old on the day of your application.

Kylie Samuels Myanmar e-visa is 50 USD, and the only Thai consulate in Myanmar is Yangon, so nowhere near the border.

You probably mean "visa exempt stamp" and not tourist visa though.

Where can I find the Thai consulate in Myanmar for a 60-day tourist visa, and what are the application details?

Very easy to deal with consulate, with short queues and rather helpful staff. No need to show up early, as long as you get there during their morning hours you'll be fine. Visa collection is between 1:30 and 3 PM the following day.
