You can do all that at the immigration office. Passport copy B20 and photos, I am not sure but you only need 1.

What are the current requirements for obtaining a Non-B visa in Penang for expatriates?

And you will need a document from the educcation department in the province that you teach. Don't be surprised if they request suddenly something new to add, this happened a month ago with me and I have been on a previous non B with the exact same dox. I will never use Penang immigration again to many bad stories and my own bad experience.

Yes you can come to Samui, I went there today for an extension and it is an absolute breeze. They lock the doors just before 12 and open again at 2pm so come early.

Yep but I am sure it will be fine there is no visa that allows you to stay for 19 days any way..And the 1 is there just over the other letters.. But thank you all for the info.

They have my arrival card I only have my Departure and it only has the arrival date on which was 18 Oct.
