When I visited immigration to extend my Non-O visa, they required an official account balance statement printed by my Thai bank and it had to be dated the exact same day as the visit to immigration. I couldn't do that if my money was not in a Thai bank

according to ICE she was in "violation of the terms and conditions of her admission to the U.S.A". If you violate then you are detained.

Making it sound like masses of innocent people are getting detained while having proper documentation is misleading and just not true.
