 Might be, but is it a policy or a new decision that will last and be enforced for a few months?

You can't change a policy of no limits on visa runs in one week - you should give people time to prepare and also announce weather it is a permenant or a temporary policy

it feels very abstract and point of entry/immigration officer dependent.

just have clear rules - like 1 or 2 times a year and people will follow much easier.

Regardless the process of opening a bank account is not super bad.

I even managed to open one in china with a tourist visa a few years ago.

So for me Thailand having stricter regulation than china is wild

Yes, tourist can open you just need to provide a passport - don't need any long term visa either.

For example, you can open a bank account in the US/Singapore/UAE without even physically coming.

So I have no idea why it's so complicated in thailand.

I would say probably not.

The meaning behind all the approvals is yo make sure you are both a net positive influence over Thailand's economy and stability.

Seems you will qualify assuming rest of the financial documents are in order.
