If by game changer you mean it will take a few years to produce and vaccinate all of the Thai people, then yes, it is a game changer.

If a vaccine comes out today it will probably take 2-5 years to get it to Thailand and get everyone vaccinate, so in the best case scenario you are looking at traveling to Thailand for 2022 high season.
