More than likely, it will require the same info as a COE just in a different form along with the health declaration and I think it may incorporate the landing card.

that's why I'll arrive on November 2nd on a COE before the circus gets really going.

Yes you still arrive visa exempt for 30 days. You will still need insurance, hotel booking for 1 night while you wait for the test result, test also before flying and you will need to complete the TPass to get a QR code.
