If it’s a residence certificate they are free but have to wait 7 days in Hua Hin. If you require immediately they are 500฿

Thailand is doing everything to attract Visitors with the introduction of new visas Etc. if Foreigners that are retired are taxed on pension / or source of income there would be a mass exodus.

sorry just looked back over it and it was for the 60 day visa coming in to effect not the DTV.

it was on one of the many new channels I watch, prob TNT news where it was read for a government extract stating it was delayed until Oct. I’ll try and search back for it.
