Canadian embassy doesn't notarise, I get them done at a lawyer and send notarized statements to embassy and they send a letter, I submit with paperwork
All my Extension of stay permits have Retirement stamped above it is a separate stamp from permit stamp, maybe this explains some people calling them Retirement visas
