Things are changing daily. Perhaps now that the US is considered a "restricted" country they are issuing it. I tried calling the embassy on Thursday, and got a recording saying no one was available and to try at a later time. I assume one has to fly/drive to the embassy to receive it?

Both my and my wife and son's flights were canceled. And, to make matters worse, we have a dog as well.

I would follow Tod's advice and mail it in. Better chance of getting approved and not facing the possibility of getting a bitter Embassy agent who is having a bad day, as I did. I was denied in DC for no legitimate reason. Just wanted to make you aware of that...

Hi Todd, NY Consulate will also only service 8 states in the surrounding area. And, it is on the website. We've been told that FL is in the Washington DC Embassie's jurisdiction. I've spent all day changing plans in order to apply there on the 18th of December as it takes 5 days for an in person application. I'll be sure to let everyone know here know the outcome.
