I've got so say.. I've found it that places require or insist on a resident certificate... Which as no checks and purely where you've told them you live? This can be said about 90 day report too...?

Yes.. Everyone does. Officially the landlord or hotel should do it a'd can do it online. You will need it for your visa process and 90 day report.
