Criminal record MUST be requested in your own country and at the last city you were living.

embassy does not deliver such document.

if you paid for the visa at KL go get it there, no need to go Penang.

and if not paid already you can go Penang to get one.

(you will have to wait it also so better stay there till they give you!)
