Your wife needs to reg with Thai Emb for a special flight by govt (550Pounds plus compulsory quarantine you may have to pay for)or wait with you until Thailand is opened for biz.
If she does not want to get a divorce yet, just don't go to any Amphur / local Registrar. Doing it through the court takes a lot longer and can be expensive. When the time is right, just make an appointment with District Chief (Nai Amphur นายอำเภอ) and meet up with ex and get it done at an Amphur.
Thank you. This is what Phetchburi IO told me, too ( but they did not say that my husband needed any insurance despite the fact that I asked about the requirements). I am just confused because many people have told me it is not possible.

Assuming they might get married in Thailand, they need to check with the district office what documents and if witnesses are required to avoid delays. If one of them is divorced, they will need the Degree Absolute at the Emb for Affirmation of Marital Status plus some District Offices need it.
