the TM47 is not a "report of location". It only is the report that you are still staying inside Thailand. The only true "report of location" i.e. the report of you staying in an accomodation, is the TM30
you can only do it online by yourself, if the owner has already registered his premises in the TM30 system and given you the Login-ID and the password. As for registering, the number of the blue house-book is required, so I strongly doubt that YOU, as the tenant, can do anything before the house owner hasn't cleared the path for you
You are misleading us! That's the requirements to apply for a visa and actually this is not an official text, it is made up! Actually at the border when entering Thailand, you can be asked for proof of CASH 20,000 THB or equivalent in another major currency. Bank statements are not accepted. Credit cards are not accepted. ONLY cash is accepted at this point!

You are in Thailand on a "stay permit", NOT "on a visa". You get a bank account opened as soon as possible after you entered. You transfer a minimum of 800,000 THB into it. Then up from 30 days before your 90-days stay permit expires (NOT your "visa", you don't have a visa any more!!!) and that's as soon as the 800,000 THB have been sitting in your Thai bank account for 2 months, you apply on Immigration for the "12-months Extension of Temporary Stay Permit Based on Retirement" which is NOT a visa but an "extended stay permit"
you can still get a bank account opened fully legal if you enter on a 90-days Non-Imm-O visa. If you happen to meet incompetent banking staff, just use an agent. Costs around 5000 THB to get a bank account opened with any of the many agent's in Pattaya. No health insurance requried on a Non-Imm-O, but it might be wise to have secured a good health insurance just for peace of mind
never allow the ATM to do a "conversion". Only accept a withdrawal in local currency. If tjhe ATM asks you if you want to see the exchange rate on the screen, always decline!
you can get a Thai bank account opened on a Non-Imm-O visa and on a Non-Imm-O/A visa as well . . . . if you are met with incompetent bank staff, use the service of an agent
