Because of for example bank letters or bank statements needed at immigration in the province where you're staying. It's not very practical to have your money in another province.It might be quite hard to open a bank account in one province with an official address in another one.You must imo be lucky to pull it off.

The fee at KBank when receiving money from abroad via swift is maxed out at 500 baht. The minimum is 200-250 baht, I honestly don't remember the exact amount. There's no receiving fee for transfers via Wise.
